Its actually more simple than that

Oversight
1Freeze Federal employment at the current level.
2.Do not fund anymore projects than you can effectively oversee
Do not fund 800 bridges if you only have enough staff to oversee 100.
Fund 100 bridges, if 60 are done by the end of the fiscal year,fund another 60.
Last year the Government made $125 billion in improper payments
